Tobacco snus can't legally be sold in the UK, under regulations made in 1992. The pouches most UK shops call "snus" contain no tobacco at all, and those can be sold to adults. Here's the law as it stands in October 2026, with links to the legislation.
Quick answer: As of October 2026, selling traditional tobacco snus is illegal in the UK under the Tobacco for Oral Use (Safety) Regulations 1992, but tobacco-free nicotine pouches are legal to sell to adults, with an under-18 sales offence from 29 October 2026 in England and Wales (Tobacco and Vapes Act 2026, s.10). SnusBox sells tobacco-free nicotine pouches only.

Why is snus banned in the UK?
In law, "tobacco for oral use" means a product made wholly or partly of tobacco, in powder or particle form or in sachets or portions, meant for oral use rather than smoking or chewing.
The ban is on selling tobacco for oral use. It has applied since 1992 under the Tobacco for Oral Use (Safety) Regulations 1992.
Those Regulations were made under section 11 of the Consumer Protection Act 1987, a product-safety power, and implemented EU Council Directive 92/41/EEC. They replaced the Oral Snuff (Safety) Regulations 1989, which the High Court quashed in 1991 (SI 1992/3134).
Why nicotine pouches are legal, and now regulated
Tobacco-free nicotine pouches contain no tobacco, so they aren't tobacco for oral use, and the 1992 ban doesn't catch them. Instead, the 2026 Act treats them as "nicotine products": any substance containing nicotine that is intended to be delivered into the body, other than tobacco, vapes and licensed medicines (s.51).
As of October 2026, that puts pouches inside the law. From 29 October 2026, the Act brings the 18+ sales offence (s.10) and the ban on promotional giveaways and substantial discounts (s.15) to pouches in England and Wales.
What 'snus' means in UK shops, and how to tell what you're buying
In the UK, "snus" is used loosely for tobacco-free nicotine pouches, which are sometimes called "white snus". ZYN, Velo, Killa, Pablo, Greatest and CUBA are nicotine pouch brands, not tobacco snus. "Snoose" is a dialect word for snuff, borrowed from the Swedish snus (Merriam-Webster).

A quick check before you buy:
- The can and the listing should say "nicotine pouches" or "tobacco-free".
- The ingredients should list things like plant fibre, nicotine and flavourings. Tobacco shouldn't appear.
- Strength is shown in mg of nicotine; check whether the can gives it per pouch or per gram. Our nicotine pouch strength guide explains how to read it.
If a listing says the product contains tobacco, or describes it as traditional or Swedish tobacco snus, it can't legally be sold here.
For a full side-by-side comparison, read our guide to tobacco pouches vs tobacco-free pouches. SnusBox stocks tobacco-free nicotine pouches only.

ZYN Strong Cool Mint 9mg is a straightforward tobacco-free mint from a brand many readers will already recognise, at £4.19. If you want something that isn't mint or fruit, ZYN Coffee comes in 6mg and 11mg, also at £4.19. The full line-up is on the ZYN brand page.
There's no tobacco-flavoured pouch in our range. If you're searching for Velo, the Velo range includes Icy Berries at 10mg for £4.99.
Killa Cold Dry is 13.2mg at £3.79, and it's only for people already used to stronger pouches. It also answers the "Killa snus" question: Killa makes tobacco-free nicotine pouches, not tobacco snus. See the Killa brand page for the rest of the range.
We'd steer anyone who isn't already used to strong pouches well away from 20mg and above. Higher isn't better if it isn't what your body is used to.
Nicotine is addictive. Common side effects include hiccups, gum irritation and nausea, especially at higher strengths. Our guide to nicotine pouch side effects covers them in more detail. You can browse every brand and strength in the full range.
